Mayor takes flak over flip-flop

Weeks after London city council requested its mayor ask city hall workers to set aside collective agreements and agree to a wage freeze, she met with union leaders and told them she expected no such thing.
Deputy Mayor Tom Gosnell [said]: “It appears she wanted to have it both ways.”
The mayor doesn’t see it that way — she believes she carried out the intent of council: To seek out the best ways to work with unions to reduce costs.
